A highway permit bond is a restoration and compliance guarantee to the Kent County Road Commission. When you work in the County road right-of-way — cutting pavement, installing a driveway, or running utilities — the Road Commission wants a financial backstop that you'll restore the road to County standard and follow your permit conditions.
It's a three-party arrangement: you (the principal), the surety carrier, and the Kent County Road Commission (the obligee). If you damage the road, fail to restore it, or violate permit conditions, the Road Commission can recover its costs against the bond up to $10,000.
