What the bond actually guarantees

Calvert County licenses on-site sewage disposal (septic) installers through the Calvert County Health Department, and conditions the license on a $10,000 performance bond posted with the Board of Health. Anyone in the business of installing individual sewage disposal systems must hold the license and the bond.

It's a three-party arrangement: you (the principal), the surety carrier, and the Calvert County Board of Health (the obligee), with property owners as the protected parties. If an installer's work is defective, negligent, or fails to meet the county and COMAR regulations, the harmed owner or the county can file a claim against the bond.

It is not insurance for you — if the surety pays a claim, you repay the surety. Installers who build systems to the approved design and the county regulations treat the bond as a license formality.
