Section 4 of the Williamson County Liquor License and Control Ordinance requires that, before a license is issued, the applicant "make bond in the penal sum of one thousand dollars ($1,000) for all licenses other than 'N' and ($5,000.00) for a Class 'N'" license. The bond is payable to the People of the State of Illinois, for the use of the County of Williamson, and covers licenses issued for the unincorporated "County District" outside any city, village, or incorporated town.
It's a three-party arrangement: you (the principal), the surety carrier, and Williamson County, acting through its Local Liquor Control Commissioner (the obligee). The bond is conditioned on the licensee complying with the ordinance's terms and regulations, obeying Illinois liquor law, and paying any fines assessed for a violation — the bond is subject to forfeiture if a licensed officer or manager is convicted of a violation while the license is in force.
It is not insurance for you — if the County or the state collects against the bond, you repay the surety. The ordinance requires the bond to be renewed each year alongside the license, which runs July 1 through June 30, and a copy of the renewed bond must reach the County Clerk within seven days of renewal.
