An excavation permit bond is a restoration guarantee. South Beloit's Code of Ordinances regulates excavations in the public way — the streets, sidewalks, and other public places chapter, and the utilities chapter's excavation provisions both touch this work — and the Public Works Department conditions the excavation permit on a bond that backs your promise to put the street or right-of-way back the way you found it.
It is a three-party arrangement: you (the principal), the surety carrier, and the City of South Beloit (the obligee), with the traveling public and adjoining property owners as the protected parties. If the excavation is left unrestored or damages the public way, the City can draw on the bond — and if the surety pays, you repay the surety.
