Illinois does not license general contractors at the state level, and Mattoon's own code requires certain contractors — plumbing and electrical among them — to register with the City Clerk and hold a certificate of registration before working in the city. That registration is conditioned on a $10,000 surety bond.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Mattoon (the obligee), with property owners and the City's building code as the protected interest.
