What the bond actually guarantees
The District's own bond form licenses the principal as a "Sewer Constructor (Private)" as defined in the Code of Laws of the Flagg Creek Water Reclamation District, and conditions that license on faithfully performing the work under the District's rules, regulations, resolutions and ordinances, and on leaving every sewer, street, alley, sidewalk and pavement disturbed by the work in as good a condition as it was before work started.
It's a three-party arrangement: you (the principal), the surety carrier, and the Flagg Creek Water Reclamation District (the obligee), with the District and the host municipality as the protected parties. If a licensed contractor's work damages District infrastructure or a public street, the District can recover against the bond up to the $10,000 penal sum, and the surety can terminate future liability with 30 days' written notice — permits already issued stay covered regardless.
It is not insurance for you — if the surety pays a claim, you repay the surety. The District's own form runs the obligation for one year from the bond date and, separately, for one full year after the last work is completed on any disturbed street, alley, sidewalk or pavement — whichever ends later — unless the surety issues a continuation certificate to renew it.
