Sandpoint City Code Title 3, Chapter 4 defines a transient merchant broadly — anyone, resident or not, who runs a temporary selling business by hiring or occupying a building, vehicle, hotel room, tent, or other space within the city to exhibit and sell goods — and groups peddlers and canvassers/solicitors under the same chapter. Before the City Clerk issues a registration under this chapter, § 3-4-5 requires every business, firm, or individual with one or more employees or agents acting as a canvasser, solicitor, peddler, or transient merchant to file a surety bond covering those employees or agents, running to the city.
It is a three-party arrangement: you (the principal), the surety carrier, and the City of Sandpoint (the obligee), with local consumers as the protected parties. The bond backs your compliance with the registration chapter — the unlawful-conduct provisions of § 3-4-8 and the registration terms generally — while you sell temporarily inside city limits.
The city council sets the bond amount and procedure by resolution rather than a fixed number in the code itself, so it can vary by registration; a registration also runs out at the end of the requested period or the calendar year, whichever is shorter, so many transient merchant bonds are short-term.
