What the HARSB encroachment bond guarantees

An encroachment permit bond is a protection guarantee the Hayden Area Regional Sewer Board requires before anyone builds, paves, grades, or otherwise encroaches on the District’s sewer easements, lines, or facilities. HARSB is the regional wastewater authority serving the Hayden and Hayden Lake area of Kootenai County.

It is a three-party arrangement: you (the principal), the surety, and the Hayden Area Regional Sewer Board (the obligee). If your encroachment damages District infrastructure or you fail to restore the easement to District standards, HARSB can recover its costs against the bond up to $50,000.
