What the bond actually guarantees

The City of Caldwell licenses private patrol services and conditions the license on a surety bond filed with the city. Under Caldwell City Code 06-21-15, the bond runs to the city in a sum not to exceed $10,000 for each private patrol service, conditioned on compliance with the article, the city's other ordinances, and Idaho law.

It is a three-party arrangement: you (the principal), the surety carrier standing behind you, and the City of Caldwell (the obligee), with the public protected. If a patrol business violates the private patrol ordinance or Idaho statute and someone is harmed, the harmed party can recover against the bond.

The bond must stay active for the life of your license. Let it lapse and the city can suspend or revoke your private patrol license — so we track it and notify you 60 and 30 days out, keeping your $10,000 filing continuous. The same code section also requires liability insurance at limits the council sets; the bond and the insurance are separate requirements.
