Section 443B-5 of the Hawaii Revised Statutes (Collection Agencies) requires each collection agency to file and maintain with the director a bond in the penal sum of $25,000 for the first office in the State and $15,000 for each additional office in the State, issued by a surety company authorized to do business in Hawaii and running to the State — conditioned on the agency faithfully, promptly, and truly accounting and paying to its clients, within thirty days after the calendar month, the net proceeds due on all collections made during that month.
