What the bond actually guarantees

A Nassau County solid-waste hauler permit bond is a municipal compliance guarantee. The County conditions a solid-waste collection / hauling permit on a financial backstop that you will operate in compliance with the County's solid-waste ordinance — proper disposal, permitted routes, and the fees the County is owed. The permit covers collection in unincorporated Nassau County, and the Board of County Commissioners may waive or reduce the bond for a hauler that has operated in the county for at least 7 years.

It's a three-party arrangement: you (the principal), the surety carrier, and Nassau County (the obligee, the party the bond protects). If a hauler violates the solid-waste ordinance or fails to pay County fees, the County can recover against the bond.

It is not insurance for you — if the surety pays the County, you repay the surety. Operate within the ordinance and pay your fees, and the bond is simply a permit formality.
