What the bond actually guarantees

The City of Torrington licenses excavators who work in its public streets and rights-of-way, administered through its Department of Public Works. The license is conditioned on a $5,000 surety bond standing behind the excavator’s compliance with the City’s right-of-way rules.

It is a three-party arrangement: you (the principal), the surety carrier, and the City of Torrington (the obligee).
