Connecticut’s Office of the State Traffic Administration (OSTA), within CTDOT, reviews developments that generate large volumes of traffic — typically big retail, commercial, or mixed-use projects. Before such a development opens, it needs an OSTA certificate under CGS § 14-311 confirming its traffic impacts are addressed.
That certificate usually conditions approval on off-site traffic improvements — new signals, turn lanes, signage, or road work to handle the traffic the project will draw. OSTA can require a surety bond guaranteeing those improvements actually get built.
The bond is a completion guarantee running to the State of Connecticut: if the developer doesn’t finish the required improvements, the state can recover against the bond to get them done.
