What the bond actually guarantees
A city permitting-contractor bond is a compliance guarantee to the municipality. The City of Mobile wants a financial backstop that contractors who pull permits follow the city's building codes, permit conditions, and ordinances.
It's a three-party arrangement: you (the principal), the surety carrier, and the City of Mobile (the obligee). If a contractor violates the city's code or permit terms and the city or a harmed party suffers a loss, they can recover against the $10,000 bond.
