Objective-The Mission and Readiness Support Directorate (MRSD), Student Services Division,(SSD), Publishing Services Branch (PUB) supports the Federal Law Enforcement Training Centers (FLETC's) mission by providing reliable, maintainable, accessible, and secure light digital production black and white & color copiers/duplicating machines to support both FLETC's business and training requirements for all Training Delivery Points (TDP) & its partner organizations. RFQ Response - FLETC is seeking quotes to furnish all labor, equipment, materials and transportation necessary to provide leased copiers systems and full-service support. This includes delivery, installation, configuration, operator training, preventive maintenance repair services, service calls, consumables including staples, (except copying paper) and end of term tear down/ removal. Attached is the Performance Work Statement (PWS). Submissions should include a quote with pricing provided for each CLIN, retailer authorization statement (if applicable), and proposed timeline of implementation. (The PWS requires a specific date for installation that must be met). Submission of a quote does not constitute a commitment on behalf of the Government. Pricing should include all requirements and should list any assumptions. No assumptions will be made on by the Governement regarding addtional costs.
RFQ Response Instructions -Only electronic submissions will be accepted. Electronic files larger than 10 MB shall be broken down into multiple files with no one file exceeding 10 MB. Each electronic submission shall include:

The maximum number of pages per submission shall be limited to Ten (10) pages excluding title page, table of contents, company information page and reference materials, if attached.

The company information page shall include the following information:
Company Name
Socio-economic status
DUNS number, UEI number, and CAGE code
Point-of-Contact information for technical questions
Point-of-Contact information for contractual questions
Federal Contract(s) available for use (NASA SEWP, GSA, ETC...)
Selection Criteria - The criteria for Selection is based on Price. No other criteria will be considered. Quotes that fail to provide full pricing for each CLIN or a proposed timeline that fits FLETC's hard stop date, may not be considered for award. The Government has no obligation to answer questions past September 7, 2026, consider quotes recieved after September 14, 2026, verify incomplete quotes, or verify quoted information or specifications. Quote may be submitted at any time prior to the closing date and time. The Government may consider mulitple quotes recived from an offerer; however, for purpose of evaluation, the Governement will consider only the quote most recently recieved prior to the solicitation closing date and time.

The contractor shall furnish all labor, equipment, materials, and transportation necessary to provide leased copier systems and full-service support, including delivery, installation, configuration, operator training, preventive maintenance, repair services, service calls, consumables (except copying paper), and end-of-term tear down/removal. The required equipment includes two 300-IPM black-and-white production units, one 135-IPM black-and-white unit with 3-hole and 44-hole coil punching, three 100-IPM color production units with booklet finishing, and one wide-format printer/scanner. All black-and-white and color units must be from the same manufacturer. The contractor must maintain a 95% monthly uptime and provide a 4-hour on-site response time for service calls. The period of performance includes a base year from October 1, 2026, to September 30, 2027, with three one-year option periods.
