Dredging depths are 42’ plus 2’ of allowable over depth for all reaches except Battery Island, Southport, and Baldhead-Caswell, which has a dredging depth of 44’ plus 2’ of allowable over depth. The estimated quantity of material to be dredged is 400K to 800K cubic yards. The Government furnished disposal area is the Ocean Dredged Material Disposal Site (ODMDS). There is no environmental window for dredging the Wilmington Harbor federal navigation channel reaches using a mechanical dredge; however, there are restrictions for no overflow of barges/scows allowed during dredging or transportation to the ODMDS.

There are no known environmental windows for any of the upland placement sites at this time.

All dredging shall be performed by a mechanical dredge and an ocean certified barge.

This solicitation is Unrestricted.

The contract issued will be Firm Fixed Price.

The Magnitude of Construction of this project is between $10,000,000.00 and $25,000,000.00.

This solicitation will be issued in electronic format only and will be available on or about 29 July 2026.

The bid opening date will be specified in the solicitation when it is issued. No additional media (CD-ROM, floppy disks, facsimiles, etc) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored.

The North American Industry Classification System (NAICS) code is 237990 – Dredging and Surface Cleanup Activities and the size standard is $37,000,000.00.
