Requirement Title: Bonneville Lock and Dam Commercial Equipment Transport Blanket Purchase Agreement (BPA)
The U.S. Army Corps of Engineers, Northwestern Division (NWD), Portland District intends to issue a commercial services solicitation, W9127N27QA001, for Bonneville Lock and Dam Commercial Equipment Transport Blanket Purchase Agreement (BPA) per the Revolutionary Federal Acquisition Regulation Overhaul (RFO FAR) Part 12 (Commercial Products and Commercial Services). Upon identifying BPA holder(s), the Government authorized call ordering official will request bids among Agreement holders, and a binding firm-fixed-price contract will be awarded as the Call is placed. The call order will result in a non-personal service contract for the transport of Bonneville’s light duty – up to heavy-haul equipment between the Oregon & Washington Shore facilities via public highways. The contractor will mobilize the appropriate DOT-compliant transport vehicle(s) scaled to the equipment being transported, accounting for the contractor determined safest legal route, obtaining all required permits from all local, state and federal authorities, plan for safely loading, securing, transporting and unloading the equipment at the call order destination, in accordance with the terms of the contract as defined in this Performance Work Statement and comply with all local, state and federal regulations. The ordering period will be five (5) years from award, with an estimated BPA Volume of $60K annually and a possible five-year total of $300K. The solicitation will be issued as a 100% Small Business set-aside. The North American Industrial Classification System (NAICS) Code is 484220 – Specialized Freight (except Used Goods) Trucking, Local and the applicable Small Business Size Standard, as established by the U.S. Small Business Administration, is $34.0M. The Product Service Code (PSC) is V112 – Transportation/Travel/Relocation - Motor Freight.
In accordance with Revolutionary FAR Overhaul FAR 12.201-1(c)(2), the Government may solicit quotations directly from suppliers for this acquisition at or below the simplified acquisition threshold. Vendors that respond to this notice and provide a valid point of contact may be issued the solicitation directly via email. It is the vendor’s responsibility to notify the points of contact below of their interest in this requirement.

The contractor will provide all personnel, equipment, transportation, tools, and supervision necessary to perform on-call equipment transportation of USACE equipment ranging from 1.5 tons to up to 60 tons. Services include mobilizing DOT-compliant transport vehicles, determining the safest legal route, obtaining all required permits from local, state, and federal authorities, and safely loading, securing, transporting, and unloading equipment at the call order destination. The contractor must acknowledge receipt of a BPA Call within one business day, provide transport services within 48 hours of a standard Call Order, and make best efforts to respond within 12 hours for urgent requirements. The contractor is also responsible for providing pilot car services and traffic control if mandated, and for ensuring all employees are trained and competent.
