Gulf Coast Veterans Health Care System (GCVHCS) requires routine and surge Heterotrophic Plate Count (HPC) Testing Services for the following locations:
Biloxi VA Medical Center: 400 Veterans Avenue, Biloxi, MS 39531-2410
Pensacola VA Clinic/JACC – 790 Veterans Way, Pensacola, FL 32507-1000
Panama City Beach VA Clinic – 2600 Veterans Way, Panama City Beach, FL 32408-7186

The contractor must furnish all labor, supervision, equipment, materials, transportation, certifications, personnel, registered laboratories, chain-of-custody controls, pickup, reporting documents, and other resources to perform routine and surge HPC testing on potable water systems at the Biloxi VA Medical Center, Pensacola VA Clinic/JACC, and Panama City Beach VA Clinic. GCVHCS staff will collect water samples, and the contractor assumes responsibility from receipt of samples through analysis, reporting, and record retention. Routine testing volumes are estimated at 35 samples (Biloxi), 46 samples (Pensacola), and 20 samples (Panama City Beach) per contract period, with courier/cold-chain logistics and laboratory analysis & reporting (SM 9215) for each location. Surge testing (when volumes exceed routine counts) and Next Day Early delivery service are each authorized not to exceed $500 per occurrence. The schedule covers a base period (11-01-2026 to 10-31-2027) and four option periods extending through 10-31-2031.
