The exact “location” where the cooler needs to be installed in the warehouse is the same location as the existing cooler (which needs to be removed).

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number 12FPC326Q0054 is issued as a Request for Quotation (RFQ) for purchase of a Long-Term Seed Storage: Climate Controlled Walk-In Cooler to include complete installation, ensure compatibility, and removal and disposal of existing unit. The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) Pacific Islands Area (PIA) Hoolehua Plant Materials Center (HIPMC) in Hoolehua, HI has a known valid requirement for commercial services from a general contractor or equivalent to provide and install a long-term seed storage walk-in cooler as well as remove and dispose of the existing walk-in cooler. The contractor will be required to ensure electrical compatibility and site preparation to ensure cooler be operational and functional. Specifications for the cooler are provided in Attachment 1, Performance Work Statement..
This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 333415 The small business size standard is 1250 Employees This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
The contractor shall furnish all goods and perform all services including removal of existing walk-in cooler infrastructure (disconnect electrical, remove cooling/dehumidifying units, disassemble and dispose of materials), purchase and install a new climate-controlled walk-in cooler meeting minimum specifications (outside dimensions 16 ft x 12 ft x 8 ft, cooling unit maintaining 35-40°F, dehumidifier maintaining ≤35% RH, 3-phase system, insulated floor/walls/ceiling, right-hand swing door, interior LED lighting, steel ramp with non-skid surface and slope no steeper than 1:12), ensure electrical compatibility with existing 240V 3-phase system, and perform site cleanup. The contractor must also provide weekly progress reports and a proposed project plan within five business days after award. Work is to be performed at the USDA-NRCS Hoolehua Plant Materials Center, 4101 Maunaloa Highway, Hoolehua, HI 96729, within 60 calendar days once onsite work starts, with a total period of performance of 180 days from award.
