This solicitation notice is for one (1) new Oxygen Candle Tester for the DLA Product Test Center (PTC) located in Philadelphia, Pennsylvania, to include the equipment ensemble, installation, training, and maintenance plan.
The scope of work is detailed on the attached Statement of Work (SOW) and the Technical Specifications.
Submitted quotes must include the offeror's Cage Code and address the lead time; as well as provide a line item price list that details the elements of the SOW.
Quotes are to be emailed to the Contracting Officer, Elizabeth Dickstein, by the closing date and time of 12 Noon, EST, Tuesday August 18, 2026.
The contractor shall provide a turnkey test equipment ensemble capable of performing conformance testing on sodium chlorate oxygen candles per MIL-DTL-32789, including dimensional and visual examinations, burn tests, byproduct measurement (water vapor, chlorine, carbon monoxide), and data acquisition. The ensemble must include a standard submarine candle furnace, laboratory scale, pressure transducer, flow meter, thermocouple, data acquisition computer, filters, sensors for water vapor, chlorine, and carbon monoxide, bubbler flask, exhaust diverter valve, and calibration gases. Installation shall be on-site at the government facility by an OEM-certified service engineer adhering to ISO 9001 procedures. The contractor shall provide one day of operator training for up to six individuals and a comprehensive post-warranty support plan covering calibration, technical support, repair, and consumables.
