  1. Description of Requirement

The purpose of this project is to make electrical repairs and replace existing fluorescent/incandescent lights with LEDs at the 200th Combat Weather Flight facility.

The work described in the Statement of Work (SOW) includes the furnishing of all materials, equipment, and labor to perform the work. All work shall conform to industry standards, Unified Facilities Code (UFC), International Building Code (IBC), and NFPA-70 requirements. Any deviation from the manufacturer’s installation requirements must be approved prior to performing work on-site.

Availability of Funds Statement:

Funds are not presently available for this requirement. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

  1. Period of Performance

The Government’s Period of Performance is sixty (60) calendar days from the date of the Notice to Proceed (NTP). This timeframe must be inclusive of all project phases, including but not limited to material procurement, submittal approval, and installation.

  1. Wage Determination

The Construction Wage Rate Requirements (formerly known as the Davis-Bacon Wage Rates) are applicable to this project. The current wage determination(s) at the time of contract award will be formally incorporated into the final contract.

  1. Quotation Submission Instructions

Quotes must be submitted electronically to the Point of Contact listed in Section 2. Quoters must include pricing for all line items, a completed copy of provisions/clauses, and the following required submittal packages:

  • Technical Narrative: A written proposal explaining how the Contractor intends to meet the SOW requirements. This submission is limited to 10 single-sided pages.

  • Past Performance & Experience: A list of comparable projects completed during the past three (3) years for both government and private industry. Must include:

  • Project type, dollar value, contract number, and location.

  • Proof of successful performance.

  • Customer Point of Contact (POC) details.

  • Distribution of Past Performance Questionnaires (Attachment 4): Quoters shall distribute the Past Performance Questionnaire (PPQ) Package to the points of contact for the comparable projects listed in their experience narrative. To ensure an objective evaluation, completed questionnaires must be sent directly from the reference/client to the Contracting Officer (MSgt Orlando Loaiza at orlando.loaiza.1@us.af.mil) via email. All completed PPQs must be received no later than the solicitation closing date (9 July 2026, 1:00 PM EST). Questionnaires submitted directly by the offeror will not be accepted.

  • Price Schedule: Standard pricing schedule using the Line Items table provided in Section 5, or an alternative detailed pricing structure.

  1. Past Performance Evaluation Method

The Government will evaluate the relevancy and quality of the offeror’s past performance utilizing the completed Past Performance Questionnaires (Attachment 4) received directly from references, as well as information obtained from other independent sources such as the Contractor Performance Assessment Reporting System (CPARS).

Recency is defined as a contract or project reference that was active or completed within three (3) years prior to the original issuance date of this solicitation; references for projects completed more than three years ago will not be evaluated.

If a reference is determined to be recent, the Government will then evaluate its Relevancy based on the similarity of the past contract effort to the current requirement in terms of scope, magnitude of effort, and complexity. To be considered relevant, a reference should involve commercial facility electrical installations, repairs, or LED lighting retrofits of a similar magnitude (Less than $25,000) inside a government, military, or commercial facility. General facility maintenance or construction projects that included minor electrical or lighting sub-components will be considered somewhat relevant, while projects with no electrical, lighting, or facility maintenance scope will be deemed not relevant and will not be evaluated.

  1. National Guard Agency Protest Program

NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing.
