The Department of Veterans Affairs (VA) is seeking quotations for the purchase and delivery of a new, commercial-duty, tow-behind turf vacuum and associated finger rotor kit.
The required equipment shall be designed for high-volume collection of leaves, grass clippings, thatch, litter, and similar surface debris from maintained turf areas. The unit shall utilize powered vacuum suction to pick up debris from the turf surface and convey the collected material into an onboard debris hopper. The required finger rotor kit shall assist with agitating and lifting debris from the turf surface for collection by the vacuum system.
The Government intends to procure a Harper Turbo Vac TV60 RE with Finger Rotor Kit, or equal equipment meeting or exceeding the salient characteristics identified in the solicitation. Offerors proposing an equal product shall provide sufficient product literature and technical documentation to demonstrate the capabilities of the equipment offered.
This acquisition is being conducted as a Small Business Set-Aside using commercial acquisition and simplified acquisition procedures. Award will be made on a best-value basis using a comparative evaluation of quotations. The Government will consider technical capability and price. Equipment meeting the minimum requirements that provides additional features or capabilities offering a meaningful benefit to the Government may be evaluated more favorably.

The contractor must provide one new, current-production, commercial-duty tow-behind turf vacuum sweeper (Harper TV60 RE or approved equal) and one TV60 RE Finger Rotor Kit. The equipment must meet minimum requirements including a 60-inch pickup width, 7 cubic yard debris capacity, independent commercial-duty engine, active vacuum collection, hydraulic hopper dumping, and commercial-grade construction. Delivery is FOB destination to the C.W. Bill Young VA Medical Center in Bay Pines, FL, with the unit completely assembled, serviced, and ready for operation. The contract period is September 21, 2026 through October 30, 2026.
