The solicitation document and incorporated provisions and clauses are those in effect through the Revolutionary FAR Overhaul (RFO). This solicitation incorporates provisions and clauses by reference. This acquisition is an unrestricted requirement. The applicable North American Industry Classification Standard Code (NAICS) is 334519 - Other Measuring and Controlling Device Manufacturing. The small business size standard is 600 employees. All responsible sources may submit a quotation which will be considered by the agency.
The Agriculture Priorities and Allocations System (APAS) and assigned rating are not applicable to this solicitation.

There are no additional requirement(s) or terms and conditions (such as financing arrangements or warranty requirements) determined to be necessary for this acquisition and consistent with customary commercial practices.
Quotes are due by the date/time/time zone listed in the “Date Offers Due” field.
Submit all quotes to the Primary Point of Contact and Secondary Point of Contact (if applicable) by the “Date Offers Due”.
Quotes received after the established “Date Offers Due” deadline will be considered late. Late quotes may only be considered if it is in the Government’s best interest and if it will not unduly delay award.
Questions regarding this solicitation shall be submitted in writing to the Primary Point of Contact and Secondary Point of Contact (if applicable) no later than 11:59 PM CT on Wednesday, September 9, 2026 (09/09/2026). Answers will be posted at least 48-hours prior to the “Date Offers Due.”.
The contractor must provide a vehicle-mountable gamma ray soil sensor with a scintillation-based gamma-ray spectrometer capable of mobile soil mapping at up to 45 km/h, real-time analysis of key radionuclides (K-40, U-238, Th-232, Cs-137), multi-constellation GNSS with RTK compatibility, rugged design for field-vehicle mounting (weight ≤12 kg, operating temp -20 to 65°C), input voltage 9-35V, power ≤6W, output in JSON/NMEA/CSV, Wi-Fi up to 5 GHz, Ethernet up to 100 Mbps, RS-232 serial ports, and 16GB internal storage. The contractor must provide the product and support for initial set-up within 90 days of purchase, provide contact information upon award, and respond within 2 weeks of inquiries.
