Information obtained through this SSN by the National Park Service (NPS) will be utilized to develop the acquisition strategy. The amount of interest, or lack thereof, will determine the possibility of a Small Business or other Socio-Economic Set-Aside for solicitation and award purposes.
Analysis of the quality of responses to this SSN will be considered in the Market Research being conducted and in the making of any set-aside determination for this requirement. See attached A14 SSN for more information.
The contract is a design-build (D-B) project to repair Potomac Dams 4 and 5. The DB Contractor will be responsible for performing detailed design, analysis, regulatory permitting, and construction for the scope of repairs at these dams. The work includes removal and replacement of the existing dam concrete cap, repointing and grouting of voids/cracks, installation of vertical anchors, tremie concrete installation, installation of eel ladder and associated equipment at Dam 4, replacement of spillway sluice gates, erosion control and armoring, installation of instrumentation monitoring equipment, and re-vegetation of the site. At Dam 4, work on the left abutment includes removal and replacement of the toe drain pipe, installation of secant pile wall and articulated concrete block, replacement of missing masonry stones, repointing and grouting, rebuilding of dry stack wall and regrading behind wall. The rehabilitation of both dams is needed primarily to mitigate dam safety concerns, address deferred maintenance, increase resilience to flooding, improve operability of the hydroelectric plant at Dam 4, and restore American Eel habitat.
