The United States Merchant Marine Academy (USMMA), King's Point, NY, is conducting environmental cleaning of its indoor firearms training range. An independent monitoring and sampling contractor is required to oversee activities involving lead contamination and verify regulatory compliance. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency. Estimated Period of Performance will be mid-August to be detemined upon the remediation service award.
This requirement is a total set-aside for certified small business concerns. Offers received from firms that are not small business concerns shall be considered non-responsive and will be rejected. The associated North American Industrial Classification System (NAICS) code for this procurement is 541620 for Environmental Consulting Services (PSC: B502) with a business standard size of $19 Million. Offerors are advised that they are responsible for obtaining ALL quotation documents and acknowledging any amendments and should re-visit this website periodically to check for any changes to this notice, updates, or amendments without or request technical data directly to the USMMA Point of Contact. Quotes will only be accepted electronically via e-mail at NarineA@usmma.edu.
All service must be in accordance with this Solicitation and attached SOW. A Single, Firm Fixed-Price Award (Purchase Order), IAW FAR Overhaul Part 12, will be made to the responsible offeror, whose quote, conforming to the Solicitation and Statement of Work, offers the lowest price, technically acceptable (LPTA) quote. The Government will evaluate quote for award purposes based on an acceptable/unacceptable basis to determine if the offeror meets the requirements described in the requirement and past performance of similar size, scope and complexity. Total Price will be evaluated to determine the Lowest Price technically acceptable. All offeror's are requested to provide discount off their normal marketplace pricing. This technical requirement will be evaluated based on the Acceptable or Unacceptable criteria, see below: - Acceptable - Quote meets or exceeds the requirements of the solicitation. Risk is low. - Unacceptable - Quote fails to meet the requirements of the solicitation. Risk is high. For past performance the offeror shall provide one example of similar size, scope and complexity within three years. The Offeror must identify the contract number; name of the U.S. or State Government client; name of the point of contact; telephone number or email address; contract type; total contract value; and period of performance. Any offeror without any information in CPARS will be rated as neutral.

The contractor shall furnish all labor, equipment, certifications, sampling media, and reporting required to independently monitor and verify indoor range cleaning operations. Tasks include pre-work activities (review contractor plans, attend coordination meetings, submit a Site-Specific Monitoring and Sampling Plan), on-site monitoring (air monitoring, surface wipe sampling, observe work practices), HEPA filter replacement oversight, lead-based paint encapsulation oversight, brass recycling verification, and post-clearing clearance sampling. Deliverables include a Monitoring Plan, Daily Logs, Sampling Results, Non-Compliance Notices, and a Final Report.
