Freight along with Tariffs and any Packing & Handling fees are to be included in the “All-Inclusive” price of the item delivered to BNL. *The BNL PO will NOT have a line for freight or extra fees. Please include all costs in the price of the product.
If "ALL INCLUSIVE" pricing described above is not available for foreign products, BNL must be the importer on record: The Incoterms shall be “DAP” along with the utilization of BNLs Freight Forwarder to be provided.

In order to support DOE reporting requirements, BSA requires all its vendors/contractors to be registered in the U. S. Government supplier database entitled System For Award Management (SAM) with their Unique Entity ID number (UEI#). Registration can be performed online at www.sam.gov . If not already registered, please register as soon as possible since failure to do so may preclude BSA from doing business with your organization. Please note that there is no charge for SAM registration. When registering, you are strongly urged to copy and paste www.sam.gov onto your browser address rather than utilizing your search engine. Utilizing your search engine may redirect you to an erroneous site. You may obtain assistance in completing your registration by contacting the Federal Help Desk at 866-606-8220 or by contacting your local Procurement Technical Assistance Center (PTAC), which can be found at https://www.aptac-us.org
BSA will make award to the responsive and responsible offeror who submits the lowest total price and who meets all of BSA’s technical requirements, as stated herein.

The bidder must supply one STT-2013-S-C120-P01 Tip-Tilt mechanism (for mounting optical components, 360° tip and ±90° tilt adjustment, 1 nm resolution, 2 x 120 cm cable, DSUB15), one CLS-5252-D-S-C120-P01 linear positioner (31 mm travel, exchangeable slick-slip drive unit, crossed-roller guide, integrated optical encoder, 120 cm cable, DSUB-15 plug male), and one CGO-60.5-Z-S-C120-P01 goniometer (±5° travel, rotation axis height 60.5 mm, exchangeable slick-slip drive unit, integrated optical encoder, 120 cm cable, DSUB-15 plug male). All items must be delivered to Brookhaven National Laboratory in Upton, NY, with all-inclusive pricing covering freight, tariffs, and packing/handling. For foreign products, BNL must be the importer on record under DAP Incoterms using BNL's freight forwarder. The bidder must provide Origin of Manufacture, UEI, a published price list or prior BNL PO or web screenshot for price justification, and be registered in SAM. Pricing must remain valid for 60 days.
