This notice serves as a pre-solicitation notice for the Regional Educational Laboratory (REL) Program 2027-2031 Cycle. The Department intends on issuing the full solicitation on or around August 31, 2026. This pre-solicitation notice is for informational planning purposes only. It does not constitute a formal solicitation, request for quote, or request for proposal, nor does it commit the Government or organization to award a contract. Responses to this notice will not be considered adequate replies to form a binding contract.
The requirement is to obtain contractor support and technical expertise for the Regional Educational Laboratory (REL) Program Cycle 2027-2031.
The Department intends on a full and open competition through Sam.gov for Administrative Management and General Management Consulting Services support (NAICS Code 541611). The acquisition strategy intends to utilize a down-select approach combined with the Highest Technically Rated with a Fair and Reasonable Price (HTRWFR) source selection methodology.
The Institute of Education Sciences intends to award ten 60-month indefinite delivery/indefinite quantity (IDIQ) contracts (one per REL region) to qualified entities to serve as Regional Educational Laboratories. The first task order is intended to be awarded immediately following the IDIQ award with subsequent task orders for each year of the IDIQ contract (or REL cycle).
The IDIQ contracts have a proposed Task order type that is a hybrid mix of Fixed Price Tasks 1-3 and 6, and Time and Materials for Tasks 4 and 5, Tasks 6 as needed deliverables (subtasks 6.2, 6.3, and 6.7), and travel. These services are considered commercial in nature.
The DRAFT PWS for the IDIQ as well as the Task Order 0001 are attached to this notice for informational planning purposes.
Contractors will serve as Regional Educational Laboratories (RELs) supporting education stakeholders in using State Longitudinal Data Systems and evidence to improve student outcomes. Work includes: conducting applied research and development; designing and implementing training, coaching, and technical support (TCTS) activities; disseminating scientifically valid research and evidence-based practices; coordinating with Comprehensive Centers and other federal technical assistance providers; convening and managing a Governing Board; developing Annual Work Plans and monthly progress reports; maintaining website content, newsletters, blogs, and social media; hosting events and conference presentations; and developing toolkits, dissemination materials, and communications products. The contract covers ten regions (Appalachia, Central, Mid-Atlantic, Midwest, Northeast and Islands, Northwest, Pacific, Southeast, Southwest, and West) with a 60-month IDIQ contract per region.
