The Department of Veterans Affairs, VISN 02, Syracuse VA Medical Center at 800 Irving Ave Syracuse, NY 13210, intends to award a firm-fixed-price single source contract to QuinTron Instrument Company, Inc. ("QuinTron") to provide a hydrogen breath analyzer and accessories to add to its existing equipment. This action is conducted under the authority of RFO Federal Acquisition Regulation (FAR) 12.102(a).

The associated North American Industrial Classification System (NAICS) code for this procurement is 339112 Surgical and Medical Instrument Manufacturing, with a small business size standard of 1,000 employees.
The Syracuse VAMC needs an additional hydrogen breath analyzer to detect whether a patient s IBS symptoms are caused by Small Intestinal Bacterial Overgrowth (SIBO), Intestinal Methanogen Overgrowth (IMO), or carbohydrate malabsorption/intolerance. A device capable of measuring both hydrogen and methane with validated clinical accuracy is required. For this purpose, the QuinTron BreathTracker SC is recommended because it measures hydrogen, methane, and carbon dioxide with contamination correction features, supporting reliable diagnosis across all three conditions. The VA currently uses QuinTron analyzers in clinical operations, making compatibility essential to maintain continuity of care, avoid retraining staff, and ensure consistent diagnostic data. Market research indicates that QuinTron is the original equipment manufacturer and sole distributor. The equipment is proprietary and no other alternatives will support clinical needs while meeting compatibility requirements. Therefore, QuinTron Instrument Company, Inc. ("QuinTron") is the only vendor with the capability to meet the Government s full requirement.

This Notice of Intent is NOT a request for competitive proposals. However, all responsible sources who believe they can meet the Government's complete requirement are encouraged to submit a detailed capability statement. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM).

The capability statement must be submitted via email to latriece.bruce@va.gov by 12:00 PM Eastern Standard Time (EST) August 01, 2026.

The statement must provide clear and convincing evidence that the interested party has the ability to provide all equipment and/or services as described.

A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
