The 156th Wing, at the Muniz Air National Guard Base, Carolina, Puerto Rico intends to issue a Request for Quotes conducted under the Revolutionary Federal Acquisition Regulation (FAR) Part 12 procedures for commercial services to award a single firm fixed-price contract for services, non-personal, to provide all supervision, transportation, labor, materials, equipment, fuel and any other needed materials and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished items, to safely excavate, remove, and replace three (3) failing main water distribution valves located at a depth of 4 to 7 feet on the installation. The project includes site preparation, excavation, valve installation, backfilling, and site restoration to maintain the integrity of the base water distribution system.
Work shall be in accordance to drawings contained in the Statement of Works (SOW) incorporated in this solicitation. Contract completion time is 30 calendar days after receipt of contract to include inspection and punch lists.

The contractor shall provide all supervision, transportation, labor, materials, equipment, fuel, and quality control to excavate, remove, and replace three failing main water distribution valves located at a depth of 4 to 7 feet. Work includes site preparation, excavation, valve installation, backfilling, and site restoration. The contractor must also obtain a Base Dig Permit, perform utility locates, implement trench safety/shoring, dewatering, line isolation, hydrostatic pressure testing, disinfection and flushing, backfill compaction to 95% standard Proctor density, and surface restoration to pre-existing conditions.
