DESCRIPTION. The National Park Service has a requirement for Wastewater Treatment Services in support of Yosemite National Park.
This is a COMBINED SYNOPSIS / SOLICITATION for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 140P8526Q0102 is issued as a Request for Quotation (RFQ). This solicitation is a 100% total small business set-aside in accordance with FAR 19.104-1, and the NAICS code is 221320 with an associated small business size standard of $35 million in average annual receipts. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clause may be accessed electronically at www.acquisition.gov.
The government intends to award a single firm fixed price contract resulting from this solicitation to the responsible offeror (pursuant to FAR subpart 9.1) whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: price, technical factors, and past performance.

The contractor shall operate and supervise qualified personnel to perform wastewater treatment operations at three facilities in Yosemite National Park, including the Wawona Wastewater Treatment Plant. Duties include real-time monitoring and control via SCADA, maintaining treatment processes to meet NPDES permit effluent limits, collecting and analyzing wastewater samples, and operating and repairing equipment such as clarifiers, digesters, aeration tanks, blowers, filter presses, pumps, and valves. The contractor will work a 40-hour week, typically 4/10 hour days, on site from approximately the end of August 2026 through the end of December 2026.
