Project Title: LCHCC Chiller and Heat Pump Butterfly Valve Replacement
The purpose of this amendment is to:
Extend the quotation due date.
Revise the Statement of Work (SOW) to:
Clarify the Government's requirements for like-in-kind or equivalent butterfly valves.
Correct the valve size for Chiller No. 1 from 9-inch to 8-inch.
Update shutdown coordination requirements.
Revise inspection, deliverables, and warranty requirements.
Revise FAR 52.212-1, Instructions to Offerors, to clarify proposal submission requirements for equivalent valves.
Revise FAR 52.212-2, Evaluation Commercial Products and Commercial Services, to align the evaluation criteria with the revised Statement of Work.
Incorporate Attachment B depicting the 8-inch chiller valve.
Provide responses to vendor questions.
The solicitation is amended as follows:
Quotation Due Date
The quotation due date is hereby revised to:
11 August 2026 at 4:30 PM EDT.
Statement of Work (SOW)
Delete the existing Statement of Work in its entirety and replace it with the revised Statement of Work (SOW), "LCHCC Chiller and Heat Pump Butterfly Valve Replacement," attached to this amendment. The revised SOW includes, but is not limited to:
Authorization of like-in-kind or equivalent butterfly valves.
Definition of like-in-kind or equivalent performance requirements.
Government determination of equivalency.
Correction of the Chiller No. 1 valve size to 8-inch.
Revised shutdown coordination requirements.
Revised inspection requirements.
Revised deliverables.
Revised warranty requirements.
FAR 52.212-1 Instructions to Offerors
Delete Item 3 under Preparation and Submission of Quotations and replace it with the following:
Manufacturer product data (cut sheets) demonstrating the proposed butterfly valves meet or exceed the Statement of Work (SOW) requirements. For any proposed like-in-kind or equivalent valve, the offeror shall submit manufacturer documentation sufficient to demonstrate compliance with the Statement of Work, including a written comparison identifying how the proposed valve meets or exceeds the applicable performance and functional requirements of the SOW.
FAR 52.212-2 Evaluation
Delete Paragraph (a), Technical Acceptability Items 1 and 2, and replace them with the following:
The ability to furnish all labor, materials, equipment, supervision, and incidentals necessary to replace one (1) 8-inch butterfly valve and three (3) 6-inch butterfly valves in accordance with the Statement of Work (SOW).
Submission of manufacturer product data and any documentation required by the solicitation demonstrating that the proposed replacement valves are like-in-kind or equivalent and meet or exceed the applicable performance and functional requirements of the Statement of Work.
Attachment B
Attachment B is hereby replaced with the revised Attachment B 8-inch Valve and Chiller.
Questions and Answers
The attached Questions and Answers are hereby incorporated into the solicitation and shall be considered part of this amendment.
Offeror Acknowledgement: Offerors shall acknowledge receipt of this amendment by signing and returning the SF 1449 or otherwise acknowledging this amendment with their quotation.
The contractor must provide all labor, materials, equipment, procedures, and safety measures to remove and replace four existing butterfly valves with new like-in-kind or equivalent valves rated at 300 PSI / 20 BAR. The work includes replacing one 8-inch valve on Chiller No. 1 and three 6-inch valves on the heat pump system. The contractor shall coordinate all shutdown activities with the FMS COR at least 48 hours in advance, develop and submit a Lockout/Tagout (LOTO) plan, verify zero-energy state, inspect adjoining components, and restore systems under VA supervision. The contractor must monitor flow, temperature differential, and valve performance during startup, provide manufacturer product data sheets and warranties, dispose of removed materials legally, and maintain a clean worksite. All work must be completed within a single scheduled outage period (e.g., one weekend) and during VA-approved hours.
