This Request for Proposal (RFP) is being solicited in accordance with the Federal Acquisition Regulations (FAR) Part 19.502-2 Total Small Business Set-Asides and the Partnership Agreement between the Department of Defense and the U.S. Small Business Administration. Competition under the FAR part 6.2 - Full and Open Competition After Exclusion of Sources – this Requirement has been 100% Set-Aside for Small Business Concerns.
The purpose of the Request for Proposal (RFP) is to procure construction services to Inspection and Testing of Electric and Diesel Fire Pumps, Engines, Controllers, and Oil/Water Separator at Building R38, in support of Naval Weapons Station (NWS) Earle. Services are to be performed at Colts Neck, New Jersey.
Special clauses and requirements, including wages, work hours, safety and security regulations, etc. for this specific site/location of the work shall be defined herein and be repeated in any resultant contract.
Bonding Requirements: None
The mandatory Period of Performance: The contractor shall begin performance within 15 calendar days and complete it within 60 calendar days from date of issuance of Notice to Proceed.
Bid shall be valid no less than 60 days after offers are due.
The NAICS for this solicitation is: 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance.
8. One (1) Site Visit is scheduled for Wednesday, 9 September 2026 at 1030 EST.
** Contractor will meet Gov. Representative at the Waterfront Visitor Control Center parking lot on Wednesday, September 9th at 1030 EST hours sharp.**
Do NOT go directly to the project site. All attendees will be escorted in a van provided by the Government: GPS:

The contractor shall provide all labor, materials, equipment, and supervision to perform a complete inspection and operational test of the designated electric fire pump and motor, diesel fire pump, controllers, and oil/water separator. Work includes visual and fire damage assessment, electrical and controller pre-start diagnostics, mechanical pre-start inspection, engine and fuel system inspection, no-flow and flow operational tests, controller operational tests, and comprehensive inspection and maintenance of the oil/water separator including cleaning and servicing if thresholds are met. The contractor must provide a comprehensive written report within ten business days of completion.
