The Defense Logistics Agency (DLA) Family, Morale, Welfare, and Recreation is issuing a Request for Quotation (RFQ) for non-personal Portrait Photography Services at the Defense Depot in Richmond, Virginia. This is a multiple-award, concessionaire-type contract. The contractor will operate the photography service and share a percentage of the gross revenue with the Nonappropriated Fund Instrumentality (NAFI).

Period of Performance: The contract will have a base period of one year, from November 1, 2026, to October 31, 2027, with four (4) subsequent one-year option periods.

The contractor shall provide all labor, equipment and materials for professional portrait photography services including individual portraits and family sessions at designated FMWR facilities, provide price quotes and descriptions for different package options, coordinate scheduling through the COR with advance program manager approval, process all sales through the FMWR POS system, submit itemized monthly invoices with POS reports for reconciliation under a 20% NAFI / 80% contractor gross revenue split, and maintain facilities, safety and quality standards.
