The contractor shall provide a secure, cloud-hosted background investigation management system supporting up to 1,500 investigations per year. The solution must include automated end-to-end workflows for public safety background investigations, secure communications with candidates and references, configurable forms and templates, complete auditable records, integration with third-party services (criminal history checks, credit reporting, etc.), and compliance with CJIS, NIST SP 800-53 Moderate, and FedRAMP-aligned standards. The base year includes project initiation, system configuration, forms development, data migration, systems integration (SSO, WMATA Active Directory/Entra ID, HRIS/ATS, third-party verification services, criminal history portals), training (six instructor-led sessions), and 120 days of stabilization support. Option years cover subscription licensing, hosting, maintenance, and support. Optional tasks include additional system integration, legacy data migration, expanded training, and advanced analytics.
