The contractor shall perform asphaltic surface milling of distressed pavement at spot locations, removing existing distressed asphalt without damaging underlying material. A self-propelled milling machine with depth, grade, and slope controls must be used, with proper dust control and shrouding. The contractor shall clear the roadway of materials and equipment during non-working hours, clean milled surfaces, compact base course at full-depth patch locations, and apply tack coat to patch areas. Asphalt pavement patching must be installed before reopening to traffic. The contractor must furnish, install, and maintain climbing turtle exclusion fencing at specified locations to prevent turtles from entering the work area, including weekly inspections, repairs within specified timeframes, and removal and restoration upon completion. The contractor shall remove an asphaltic flume structure. Traffic must be maintained on STH 64 and side roads at all times, with one lane closure permitted during working hours and two lanes open during non-working hours. Holiday and special event work restrictions apply for Memorial Day, Independence Day, and Labor Day. The contractor must file wildlife protection measures including bat and turtle habitat avoidance, directed lighting away from wooded areas April 15 to October 31, and stop-work notification procedures if protected species are encountered. Work shall begin within 10 calendar days of written notice to proceed, with the notice to proceed issued such that work starts no later than August 25, 2027, unless approved otherwise.
