Hays County, Texas (“County”) is seeking proposals from eligible and qualified investment advisory firms who are registered with the Securities and Exchange Commission and the Texas State Securities Board to serve as investment advisor to the Hays County Treasurer, and the County’s Investment Committee. The investment advisor will be a key partner in the management of the County's Investment portfolio, estimated total $80,000,000.00. The County is seeking a firm that can provide these services and willing to be attentive and responsive to the County's needs. The firm shall be expected to optimize interest income as authorized by the County's Investment Policy and in accordance with State law. It is the County's intent to award a contract to the one firm that offers the most advantages to the County by providing investment advisory services at a reasonable cost.
The investment advisor will provide non-discretionary management of the County's investment portfolio, acting solely in an advisory and administrative capacity. Services include actively researching and providing investment recommendations, executing securities purchases/sales upon written instructions from authorized County staff, obtaining a minimum of three offers/bids for each trade, providing detailed monthly reports, attending quarterly Investment Committee meetings to present performance reports, reviewing the investment policy annually, and keeping the County apprised of legislative changes impacting portfolio management. The advisor must be completely independent of any financial institution or securities brokerage firm, or fully disclose any such relationships.
