Identify existing (in Texas) or conceptual models for a shared-user propulsion facility to conduct research, development, testing, and evaluation (RDT&E). This request for information (RFI) seeks to obtain examples of facilities with proper capability and capacity that support an important step in the spaceflight process, or conceptual models for establishing this capability and capacity in Texas.
Respondents must describe existing or conceptual propulsion test facilities in Texas, including their capability, capacity, current condition, propellant classes supported, thrust ranges, environmental permitting, hazardous operations controls, instrumentation, shared-user operating models, cost and schedule information, and workforce needs, using a structured set of appendices covering facility data, equipment inventory, demand forecasts, ROM costs, schedules, risk registers, and a discipline-specific propulsion technical annex.
