Workforce Solutions Borderplex is soliciting proposals from qualified respondents to provide Industry & Workforce Support Services that strengthen strategic industry engagement, field-based employer outreach, employer operations support, and integrated workforce system coordination throughout the WSB service area.
The contractor shall provide an integrated scope of services across three interconnected functions: Strategic Industry Support (supporting targeted employer and industry activities, gathering intelligence on occupational demand and workforce shortages, developing relationships with employers and industry associations), Field Industry Outreach (conducting direct outreach and onsite visits to employers, identifying new and expanding employers, documenting employer contacts and intelligence), and Employer Operations Support (responding to employer inquiries, supporting job order development and WorkInTexas posting, coordinating with Employment Services staff, conducting proactive employer calling campaigns, supporting Rapid Response and layoff aversion). These functions are supported by Integrated Workforce System Coordination, which includes aligning communication and service delivery among WSB departments, workforce contractors, and partners, maintaining a closed-loop referral and handoff process, and supporting workforce pipeline development. The contractor must also meet performance measures, submit monthly reports, and document activities in WSB-approved systems.
