The Texas Comptroller of Public Accounts (CPA), a State of Texas agency, is issuing this Request for Offers (RFO) to obtain proposals from qualified vendors for maintenance, technical support, and related services for CPA’s existing CentralSquare OneSolution licensed software.
Successful Respondent shall provide Software Maintenance and Technical Support Services for CPA's on-premises CentralSquare ONESolution Records Management System perpetual licenses and associated modules, including ONESolution Base RMS, Site Upgrade, Property & Evidence, Daily Activity, Notification, Probation & Parole, Professional Standards, and Barcoding functionality. Services must include telephone and online support available during CPA business hours (7:00 a.m. to 5:00 p.m. CT, Monday through Friday), with a toll-free helpdesk. Respondent shall assist with pre-release planning and implementation of mandatory Software Updates and Software Upgrades, notify CPA of Software Patch/Fix installations at least 72 hours before installation, and respond to service requests according to specified priority levels and maximum response times. Services must support CPA's on-premises deployment with monitoring capabilities, real-time visibility into user access, notifications, reporting, document scanning, historical activity tracking, and configuration changes. Support must include workflow-enabled automated compliance auditing, capture and logging of sensitive or critical user actions, and retention of user activity logs supporting audit and compliance. Respondent must maintain compliance with FBI Criminal Justice Information System (CJIS) Security Policy requirements and implement comprehensive safeguards for CPA Data including encryption standards, System Security Plans, continuous monitoring, and supply chain risk management. All services must be compatible with CPA's existing infrastructure including Microsoft SQL Server 2022 Enterprise, Windows Server 2022 Datacenter, VMware Hypervisor virtualization platform, and Windows service accounts controlled through Active Directory.
