The City is seeking the services of a consulting firm (Firm) tofacilitate the development of a comprehensive Strategic Plan that willestablish a clear vision, priorities, goals, and implementation framework forthe next three to five years. The Strategic Plan will serve as the City'sprimary policy and management document, aligning the Mayor, City Council,administration, staff, and community around shared priorities and measurableoutcomes.
The selected Firm will provide professional facilitation, publicengagement, research, analysis, and strategic planning services that result inan actionable implementation plan with measurable performance indicators.
The consultant shall provide all labor, materials, expertise, andservices necessary to complete the plan. The plan shall:
Establish a shared long-term vision for theCity, Identify community priorities.
Define strategic goals and measurableobjectives.
Align organizational resources with Councilpriorities.
Improve transparency and accountability.
Establish performance measures for trackingprogress.
Strengthen communication between electedofficials, staff, businesses, and residents.
Provide an implementation roadmap withtimelines and responsibilities.
The selected firm will provide professional facilitation, public engagement, research, analysis, and strategic planning services. The scope includes eight phases: Project Initiation, Existing Conditions Assessment, Stakeholder Engagement (including City Council, executive leadership, employees, and community), Vision/Mission/Core Values, Strategic Priorities, Performance Measurement Framework, Implementation Plan, and Final Strategic Plan. Deliverables include a Project Management Plan, Existing Conditions Assessment Report, Public Engagement Plan, Survey Results, Stakeholder Interview Summary, Public Engagement Report, Vision and Values Report, Draft Strategic Framework, Performance Measurement Framework, Implementation Plan, Draft and Final Strategic Plan, Executive Summary, and City Council Presentation. The consultant shall also facilitate Council Strategic Planning Retreats, Leadership Workshops, Goal-setting Sessions, Public Meetings, and a Final Council Presentation.
