The contractor will modernize and support the MiSTAR system, which serves as EGLE GRMD's consolidated platform for managing oil, gas, and UIC regulatory operations. The work includes migrating functionality from legacy RBDMS Desktop, WinAdmin, and EGLE Dashboard into MiSTAR; providing maintenance, technical support, enhancements, training, and integration capabilities; migrating approximately 70 reports; remediating database tables (removing empty/deprecated tables and columns, adding referential integrity); developing Class VI functionality (including new EDDs and an application form) by March 2028; and providing ongoing system maintenance, issue resolution, and technical support throughout the contract term. The contractor will also be responsible for integration with MiLogin and the Content Manager API, and for leading requirements definition and working with the State. The work is State-hosted, and the contractor must propose a preferred cloud provider (AWS, Azure, or GCP).
