The Contractor must enhance MiSTAR to fully absorb functionality of RBDMS Desktop, RBDMS WinAdmin, and EGLE Dashboard while preserving existing MiSTAR capabilities. The project includes migrating data from legacy systems, supporting integrations with MiLogin (SAML), ESRI geospatial tools, and Content Manager document management, and providing ongoing system maintenance, issue resolution, technical support, and operational assistance. The Contractor must also migrate MiSTAR, Dataminer, and associated databases from NGDI to a State-managed cloud environment (GCP, AWS, or Azure), provide end-user and administrator training following a train-the-trainer model, and ensure role-based access, security compliance, and geospatial support. The modernization will be implemented approximately February 2027 to March 2028 with go-live targeted for April 2028.
