The SFPUC has pre-qualified firms (“Qualified Candidates”) through the Request for Qualifications (“RFQ”) process. As part of the RFQ, each firm’s Design Manager and Project Manager were qualified as part of the Proposer’s Team. Built in 1952, the Southeast Water Pollution Control Plant (SEP) is the City’s largest wastewater treatment facility, handling nearly 80% of San Francisco's combined stormwater and wastewater every year. The purpose of the SEP secondary clarifiers (SEP 230) is to separate activated sludge in the mixed liquor from the treated wastewater. Return activated sludge is returned to the aeration tanks and waste activated sludge is transferred to the solids handling facilities.
