GASB 87 Lease Management Software & GASB 96 Subscription-Based Information Technology Arrangement (SBITA) Management Software

The City of San Diego’s (“City”) Department of Finance is seeking a comprehensive software solution to support the management of the City’s leases and subscription-based IT arrangements. The City requires a lease management tool capable of effectively tracking, accounting for, and provide all necessary disclosures and reports for both lessee and lessor agreements in compliance with Governmental Accounting Standards Board (“GASB”) Statement No. 87 (“Leases”). Additionally, in accordance with GASB Statement No. 96, Subscription-Based Information Technology Arrangements (SBITA), the City requires a management tool capable of effectively tracking, accounting for and providing all necessary disclosures and reports for SBITA agreements. The City’s fiscal year runs from July 1 to June 30 and has a fiscal year 2026 adopted budget of $6.10 billion across 30 City departments. The successful respondent will have demonstrated experience implementing GASB 87 and GASB 96 in respect to local government accounting including but not limited to airport, information technology, and real estate agreements.

1. File Requirements:
   Proposers will be required to provide one or more types of files depending on the solicitation:
   a. RESPONSE FILE: Proposers will only be able to upload one (1) document in the "Response File" section of PlanetBids. This may be the complete proposal submission or the Executive Summary, or other document depending on the solicitation type.
   b. GENERAL ATTACHMENTS: Each required file will have its own sub-label, ie. Proposal – Part 1, Proposal – Part 2, etc. These will be provided for solicitations that require multi part responses.
2. REQUIRED DOCUMENTS. Proposers are responsible for ensuring that all required information and documentation are provided. Proposers are responsible for satisfying all proposal submission requirements.
3. IMPORTANT: Do not wait until the last min to submit bids. Due to the high volume of traffic on the internet, the internet has experienced periodic slowdown and connection issues. The agency and PlanetBids are not responsible for connection issues.
