As-Needed Security Guard Services for Library Department

The City of San Diego (City), Library Department is requesting proposals from qualified firms
to furnish security services on an as-needed basis at various City Library locations. The
usage is not guaranteed. Location(s) may be added or deleted, and service hours may be
increased or decreased at any given location at any time during the term of the Contract.
These requirements are not intended to limit the scope of work and duties of Contractor.
Contractor is expected to conduct its operations in such a manner as to ensure the purpose
established herein.
City intends to enter into an agreement with one proposer meeting the requirements herein.
Contractor shall offer the Services using a combination of roving foot patrols, vehicle patrols,
and stationary guards. Services shall be performed by the following two (2) classifications of
Security Guards (armed and unarmed) as well as Mobile Patrol, Post Commander, and
Central Library Security Supervisor as further described herein. The term “Security Guard”
and “Security Guards” will be used to generally include all of these categories of guards.

Proposers must submit an electronic signed (e.g., Adobe Sign, DocuSign, or scanned) proposal through the PlanetBids portal by the Closing Date. The City may require Proposers to submit original hard copies prior to execution of the contract if the PlanetBids electronic submission does not include an authorized electronic signature page (e.g., Adobe Sign, DocuSign).
