**Introduction **

San José Clean Energy (SJCE), the Community Choice Aggregator operated by the City of San José, is issuing this Request for Information (RFI) to explore the market for four critical customer-facing and operational service areas: (1) billing administration and data services; (2) customer relationship management (CRM) services; (3) customer contact center and interactive voice response (IVR) services; and (4) distributed energy resource management (DERMS) platform and/or services, including load flexibility program support.

SJCE's existing contracts for these services will expire over the next several years. Given the operational interdependence of these functions and potential synergies in bundling them, SJCE is evaluating whether to procure some or all of them together through a future competitive solicitation. Through this RFI, SJCE seeks to understand which providers can deliver one or more of these scopes of service, and — where a provider cannot deliver all scopes — how that provider would integrate its systems and workflows with other service providers (e.g., through APIs or standard protocols) to ensure a seamless, cohesive experience for SJCE and its customers.

Respondents may respond to any one scope, any combination of scopes, or all four. Responses to this RFI are for informational and planning purposes only; this RFI is not a solicitation, and no contract will be awarded as a result of it. Please provide responses to the following questions.

**Background **

The City of San José is the thirteenth largest city in the United States and the third largest in California. The City is best known for its diversity and for being a hub of technological innovation as the Capital of Silicon Valley. In 2017, the City established the Energy Department to administer San José Clean Energy (SJCE), San José’s Community Choice Aggregator. In February 2019, SJCE launched electricity generation service to residents and businesses. Today, it serves more than 350,000 customers and has a peak load of almost 1 GW. SJCE is responsible for purchasing over 5,000 GWh of electricity annually and has an annual operating budget of over $500 million.

SJCE is driven to provide clean, renewable energy at affordable rates to help the city meet its Climate Smart San José goals and provide local benefits. In 2026, SJCE’s default energy service GreenSource is 93% carbon-free and 62% renewable and priced at competitive rates. Customers can choose to upgrade to SJCE’s TotalGreen service to receive 100% renewable energy. To meet customer demand for renewable energy, SJCE has contracted over $3B for over 1 GW of new renewable energy and battery storage. Entering into long-term power purchase agreements to build new projects helps us meet our climate and reliability goals while reducing electricity costs for our customers. As a not-for-profit government agency, revenues are reinvested into the community in the form of lower rates and programs that further reduce greenhouse gas emissions and promote equity.
