- The Port is mandated to comply with the Los Angeles Regional Phase I Municipal Separate Storm Sewer System (MS4) National Pollutant Discharge Elimination System (NPDES) Permit (MS4 Permit), issued by the Los Angeles Regional Water Quality Control Board (Regional Board).
As part of the Port’s ongoing efforts to meet the Los Angeles and Long Beach Harbor Toxic Total Maximum Daily Load (TMDL) conditions of the MS4 permit, the Port recently completed a comprehensive Stormwater Alternatives Feasibility Study (Study), prepared by Michael Baker International, and dated May 12, 2025 (Attachment I to the RFP.
The Study evaluated and recommended design criteria and projects with recommended alternatives to implement stormwater infrastructure improvements with the intent to attain the MS4 permit water quality compliance targets by the final compliance deadline of March 23, 2032.
To support implementation of the Study recommendations, the Port is seeking qualified consulting firms to provide planning, engineering, design, and preparation of construction contract documents for stormwater toxic TMDL compliance projects.
