Lawrence County will receive sealed bids online for The Humphrey Center Building Renovation Project located at 1111 South Cascade Street, New Castle, PA 16101 will be received by the Lawrence County Commissioners via PennBid, until 5:00 PM on Friday, September 4, 2026. The Bids will be opened and read publicly on Tuesday, September 8, 2026. A mandatory pre-bid meeting will be held on Tuesday, August 24, 2026, starting at 10:30 AM at the site.
The work will be performed under TWO (2) separate prime contracts (General/Mechanical/Plumbing Construction and Electrical Construction). A certified check, payable to the order of the Lawrence County Commissioners, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to 10 percent (10%) of the total of the Bid shall be submitted with each bid to guarantee the Bidder’s entrance into a contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements set forth in the plans, specifications, or any applicable statutes of the Commonwealth of Pennsylvania, or any applicable municipal ordinances. No bid may be withdrawn for sixty (60) calendar days after the scheduled closing time for receipt of bids.
Each Bid must be accompanied by the documents as required by the Bidding Documents. Bidding and Contract Requirements for the contract are described in detail in the Contract Drawings and Contract Documents, including but not limited to: Instructions to Bidders, Bid Form, Supplementary Conditions and General Conditions. The Successful Bidder of each Prime Contract will be required to execute the Agreement and to furnish a performance bond and a payment bond, both to be in the amount of one hundred percent (100%) of the Contract Price, in the respective form provided in the Bidding Documents. The Successful Bidder also will be required to furnish evidence of insurance coverage as required by the Bidding Documents. No Bids may be withdrawn, except when the Bidder complies with the withdrawal requirements of Act No. 4 of the General Assembly of Pennsylvania, Senate Bill 793, Printers No. 1655, as amended. Construction for the full scope of work is subject to and under the requirements of the Pennsylvania Prevailing Wage Rates which are included in the specifications.
Bidders are advised that this project will be financed by the Lawrence County Commissioners.
The Lawrence County Commissioners reserve the right to reject any or all bids or parts thereof, to waive any defects or irregularities in the Bids, and to accept any Bid which, in its judgment, is for its best interest. Bids shall remain open for a period of sixty (60) days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, in which event the Bids shall remain open for a period of one-hundred twenty (120) days from the date of the Bid opening.
