General Notice
Bloomfield Borough Water Authority (Owner) is requesting Bids for the construction of the following Project:
Waterline Replacement – West Main St & Cold Storage Rd.
Bids for the construction of the Project will be received at the Bloomfield Borough Water Authority Building located at 25 E. McClure Street, New Bloomfield, PA 17068, and are to be submitted electronically through PennBid (https://pennbid.bonfirehub.com) until Wednesday, September 9, 2026, at 1 PM local time. On Tuesday, September 15, 2026, at 5 PM local time the Bids received will be publicly opened and read.
The Project includes the following Work: Construction of up to 2,100 LF of 8” ductile iron water main replacement and extension in and around West Main Street and Cold Storage Road in Bloomfield Borough and Centre Township, Perry County, including appurtenances and restoration.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Pre-bid Conference:
A pre-bid conference for the Project will be held on Wednesday, August 19, 2026, at 11 AM at the Bloomfield Borough Building located at 25 E. McClure Street, New Bloomfield, PA 17068. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders:
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Bloomfield Borough Water Authority reserves the right to reject any or all bids or parts thereof or items therein, to waive any defects or irregularities in the Bids, and to accept any Bid which, in its judgment, is for its best interest.
Bids shall remain open for a period of sixty (60) days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sales bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of one hundred twenty (120) days from the date of Bid opening.
The award shall be given only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
