DEQ requires the sale and support of up to 50 integrating nephelometers that measure in at least two (2) wavelengths for ambient air measurement, certified as Federal Equivalent Method (FEM) by USEPA. Technical support and repair may be required in the event that DEQ staff is unable to perform repairs. Nephelometers must be capable of measuring on at least two (2) wavelengths for red and blue scattering coefficients, include an internal sample heater, be user-calibratable with carbon dioxide, refrigerant gas, or other gas standards with known optical properties, and communicate data in a way that can be read by EnviDAS data acquisition software employed by DEQ. The first order will include up to 20 nephelometers with delivery preferred by April 30, 2027. Orders for the remaining instruments will be placed by Purchase Order by the Agency with delivery negotiated at the time of order.

Most Oregon work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
